Land Acquisition Bill: Rehabilitation and Resettlement Bill, 2011 House Panel invites suggestions:
Source of Income in Long Term in the form of Royalty – an additional consideration.
The affected families due to land acquisition are generally having only their land to serve their families generation to generation. So the land is main source of their income to make their life survive in the society.
The affected families are getting a certain amount in one shot as cost of their land. Generally most of the affected families are of low profile families and are not able to generate profits by making commercial activity because of unawareness of market pattern and business expertise etc. If the affected families receive only any amount in one shot in lieu of land acquisition may not going to help them in long run and appropriate usage of the amount.
The bill has incorporated few very good principals including ‘Assessment of Social Impact by Expert Committee’ but any mechanism may also require to be incorporated additional to the proposed mechanisms which will make them stand to survive in long term till they prepare themselves for the new changes (new source of income) in respect of survival. Till the time the affected families may prepare themselves to survive by the way of gaining appropriate expertise/knowledge to have better life in future for their betterment. Therefore, the affected families need source of income in long run.
If really government (Centre/State/Territory) wants to help the affected families, our hon’ble Members of Parliament/Assemblies may consider any mechanism which helps them for their survival in long run bcz the Land is only the source of income to serve their families.
‘Royalty’ may be a mechanism for such consideration, if the land has been acquired for commercial purpose that’s to say for profit generation. The appropriate profit may be distributed to the affected families in the ratio of Land Cost to the Total Investment made or by fixing a royalty rate. The entrepreneur/government is generating profits on the ground of Land which has been sacrificed by the affected families and the affected families spoiled their life for small greed and the entrepreneur/ governments are earning a lot – it’s may not be a healthy business practice also.
Since the entrepreneur/governments are earning profits based on the poor families’ land, the affected families may be considered as partner in profit generation by the way of Royalty etc. It’ll help the affected families for the couple of years for their further settlement of families.
