With Motor Car and big Bank roll.

Come with me. We live together.

One bad thing. The bloody weather.

All got nicely settled down.

Find big House in busy Town.

Fifteen Families living up.

Twice as many living down.

All are paying nice big Rent.

More in Garden, live in Tent.

Soon We send for Wife and Kids.

Kind Man give us lots of Quids.

Twelve months later, buy a Rolls.

Still go Labour, draw more Dole.

As written by a British Hospital Patient describing how the British Taxpayers/ Original Inhabitants are forced to lift the burden of good for nothing immigrants, while the natives face unemployment and resources crunch. The same thing is happening in India, viz a viz the Bangladeshi Immigrants, Maharashtrians complain about too many North Indian Immigrants, who are pushing the natives in to accepting a much lower standard of living then what they enjoyed before being overwhelmed by cheap immigrant-labour.

If this genuine problem is not solved by some reasonable restrictions, then the Country is bound to break up in to many many pieces. Even America is waking up to the plight of the natives. It would be better if Indians living in Countries facing Resources Crunch, openly and in a substantial manner, contribute to their adopted Countries National needs and stop waving the National Flags of their rejected Countries.

I feel much ashamed, when I see Ex- Indians, Citizens of England, U.S or Australia, waving the flags of India, even in Sporting Events in which their Adopted Country is the opponent. It is one thing to wave the flag of India in England in a Match between say Australia and India but quite another thing to do so in a Match between England and India, in England. That is why and rightly so, We are shunned by the White Man, on whose charity we survive.

You will be surprised to learn that the British who conquered the entire world are actually closest to their roots and their simplicity is reflected in their Surnames and although most of these are based on their ancient (traditional) occupations (almost all traditional occupations are covered) i. e. castes yet there is no evil caste system like that prevalent in

Ganga  and other Rivers, their  Pollution, Some  Suggestions for their  cleaning & protection

Respected Sir I had written, earlier, a detailed article on River Pollution, specially about River Ganga to your good self on 15-01-2007. The article was rather lengthy Here are some suggestions in brief for containing the Pollution in Ganga and other Rivers :-

1.      Although we call the Rivers specially Ganga, Yamuna, Narmada etc as Mother

& in fact treat them as Deities but we rob her of her property all the time so for all practical             purposes, River Ganga is a religious “Person” and thus anybody can on her behalf file a suit / writ petition for the protection of her Rights & property.

   2.   The  Government of India should immediately make suitable Legislation

         with

         reference to the entry at S.No.56 in the Seventh Schedule, Union List of the Constitution  & immediately make suitable Legislation with regard to the Ganga & other Inter-State Rivers & in it , firstly the Land of the River, the Flood hazard Zone should be firstly clearly demarcated, taking in to account its natural spread  & the same should be entered in to the Revenue Records, in the name of the Rivers (some cut off date of say 1947 should be taken as the base).After this cut off date, all land holdings in this Area will be deemed to have belonged to and will belong to the River and all occupants will merely be treated as permanent Tenants of the River, paying rent in to the fund of the Rivers and whenever the River encroaches, temporarily upon other peoples lands beyond its own land, either by a change of course, then the River will pay rent to the owners of these lands, out of its fund.

 

 

 

 

  3.    A Corridor of five Kilometers width should be declared on both sides of the   River & declared as River-Corridor & planted with Orchards & other Trees or put to such other use as would be most helpful for the health of the River. In case Orchard or tree Plantation is chosen for implementation, it should be done with the active participation of the Owners of the Lands there in, The Change of Use of agricultural lands to other uses in this Corridor should be strictly forbidden & its status be maintained as River Corridor/Agricultural Lands. The Use of Organic/Chemical Fertilizers & Pesticides in this Corridor Zone should be strictly forbidden (including for the crop of water melon etc). Land of those owners as are reluctant to participate, in the Corridor Projects, should be acquired over the years by Using all the Money generated by sale of fishing rights in the Rivers, Boat plying License fee (auction of Nauka ghat rights) & by Reserving for the purpose of the Development & welfare of the River, all Revenue generated by the sale of the property of the river, like river minerals, Boulders, Sand etc by way of auction. The funds generated from sale of any such property of the river should not be utilized for any other purpose & declared to be the property of that river and kept in a separate fund. The River will thus itself over the years pay for its cleaning. The claim of the state or Central Governments that they are providing crores of rupees to prevent pollution of the Rivers is a fraudulent claim. On the contrary the Governments are robbing the Rivers of their valuable property, fish, sand, boulders etc and minting thousands of Crores of rupees every year.

 4.   The Legislation should ban the extension or expansion of the Cities, situated on the Banks or in close vicinity to the Rivers, towards the River, even if such expansion is confined to area outside this River-Corridor, they should be free to plan their extension/ expansion towards the other sides, i.e away from the Rivers but never to wards the River, because if Planned Human Habitations towards the rivers are not stopped immediately, the rivers will surely die. The Existing Master Plans of the Cities which may have proposals of Extension /Expansion towards the River should be reviewed & further Constructions stopped immediately. Village sites to be exempted for the bona fide residential needs of the villagers but change of Agricultural Lands to Industrial Use, towards the side of the River should be prohibited.

   5.   All Municipalities, who discharge Sewerage or Drainage of Cities in to the

        River,  should transfer 50% of the Sewerage & Drainage Tax in to

         the account of the River.

   6.  Wherever the River is used as a waterway, to transport goods,

        waterways tax Should be collected and transferred to the account of the

        River.

7.      Separate feeder electric lines, ensuring 24 hours electric supply should connect  all the Effluent treatment plants of suitable capacity, which should

      be made mandatory to be installed by all the Municipalities/Industrial Estates & others ,discharging effluents in the River. It should be mandatory, for them, to install back up generators. The Plants may be handed over to the Ex Army Men  Organizations for corruption free operation &   maintenance.

   8. All the Municipalities & Industrial undertakings

       /Industrial Estates/Cantonment Boards as well as Irrigation Department

       should pay for the water drawn from the river, for example say Rs one

       per ten thousand liters of water drawn & this

        amount should be transferred to the account of the River.

   9.  A certain percentage of the revenue of all hydroelectric power projects

        should be deposited in to the account of the River say one percent.

 10. Strict monitoring of River water quality should be done by drawing samples

       regularly and testing them in specially set up laboratories, exclusively for the

       purpose. These Labs may be set up in the effluent treatment Plant

       Campuses.

 11. Regular patrolling by the River police comprised specially of Ex Army Men

       to ensure that no dead bodies & animal   carcasses are thrown in to the  

       river & this should be made a cognizable Offence punishable with minimum

       three years imprisonment. This River Police job may be entrusted to the

       Ex-Army-Men’s Organization, which is entrusted with running of the 

       Effluent  treatment plants.

12.  As the River Ganga is mainly a rain fed river, its major catchments areas

       should be  clearly demarcated and care should be taken to protect them

       from  encroachment. It should be ensured that the proposed Ganga

      Expressway does   not effect any such major catchments area and prevent

      the free flow of rain water  in to the River.

13. Professor Rajiv Sinha of  I I T Kanpur , who has been doing research on the   Ganga for the last many years also feels that River Zoning needs to be done immediately in India and there should be no Construction activity carried out in the Flood hazard Zone of every River. As regards Ganga Expressway he says that no technical details of the project are available. He explained to me about the two modes of treating Sewerage & effluents, i.e.  the Dilute & disperse method and the Concentrate and contain method and suggested that the Concentrate and Contain method was more suitable for India.

14.. From Haridwar to Gangasagar, within this River Corridor, about one hundred thousand talabs(ponds) of about one hectare each should be dug preferably under the National Rural Employment Guarantee Scheme and filled up with surplus water of the River during the rains. These should be used for Fisheries development and given for management to the Cooperative Societies of the Villagers, who would be obliged for their periodic de silting also. Thus this will ensure better economical prospects for the Villagers, add to the Country’s food production and also ensure ground water & Ganga’s recharging in the summers/lean period.

 

Sir I hope you find some of the suggestions as useful and I request you to take measures to protect the Rivers, specially River Ganga.

   Respected Prime Minister.

          The Government has been trying to address the problem of River Pollution for the last many years & has been claiming to have spent billions of Rupees  but to no avail. I am giving below a few suggestions which will go a long way in addressing this problem.

 

River Pollution, Problems & Solutions. A Case Study in Uttar Pradesh

                   Beginning:- Sanatan Dharma (Hindu Religion) & Ceremonial Protection of                    Nature & all living Creatures .   1.          Let us start at the beginning, in India as it is now & in a vast area, presently, not included in India , Sanatan Dharma was a way of Life millenniums ago, with Scientific achievement of such a high order, which is yet to be achieved by the present world. The Religious Texts, comprised of Scientific theories, History, Philosophy, Medicine (Ayurveda), Astrology & the concept of Karma. A Teacher was supposed to be an expert in all these fields, he was known as The Brahmin, who acted as a priest, Philosopher, spiritual Guru Guide & an expert Astrologer. He was supposed to be a Man of few personal needs.       

 2.          Sanatan Dharma(Hindu Thought) is basically based on the concept of peaceful coexistence with Nature & all living & so called non living beings. to which end, its followers strived & in this the Teacher was supposed to play a very big part. It is the Hindu thought that every creation of nature has a life of some kind, even the rivers, the Seas, the Mountains & the Earth. It was towards the protection & preservation of all forms of life that Sanathan Dharma strived. Since it was necessary to eat to survive& seeing that plant life was in abundance & could be sowed & reaped by Human labor, it was decided that the endeavor should be to eat Vegetation, Grain, fruits & other such product of Plants & Trees as the same were a form of life which never left their place & remained rooted to one place. All other Animals, Birds, Fish, Creepers were to be protected, as far as possible, from harm by humans, as also the Trees, The Rivers , the Seas, the Mountains & to take as little from nature as possible. The natural food habits of animals were not to be interfered. To this end the teacher worked, knowing fully well that such a Task could not be achieved without the active participation of the people.     

  3.          Thus was born the Theory of Ceremonial protection of Nature. The Teacher used his knowledge of Religion & History & Astrology to achieve this end, thus on being approached for astrological advice, he advised them to mitigate the evil vibrations of Planets, for this purpose, people were asked to feed the fish, feed the Cow, feed the Dogs, feed the Ants, feed the Birds, feed the Elephants, feed the Monkeys. Women were advised to clean certain trees, water them & generally care for the Trees, even tie strings on them, to make them, their brothers, fathers etc & then ask boons from them for the long life of their Husbands, to seek boon of progeny etc even now Vat (the Banyan Tree) Savitri Vrat etc are observed by women, Akshaya Tritiya day is celebrated by planting of Aonla Trees,many other ceremonies involving the participation of trees are observed. It is generally believed that to mitigate the evil effects of certain Planets, one should pray before the Tree, connected to that particular Planet, sit under it & give alms in charity. Gope Ashtmi is celebrated in which the family Cow is Washed & Cleaned & Fed & Garlanded, decorated, clothed on its back, small Bells are hung on its neck, it is proudly displayed by many in the village, in a spirit of competition. There are hundreds of such ceremonies involving the caring of animals. Other species were protected by associating them with Gods & Goddesses as their Vehicle as the Lion of Goddess Durga, Garuda (the Eagle) of Lord Vishnu, Eravat the Elephant of Indra, The Swan of Goddess Saraswati, the Mouse of Ganesha, the Snake is held in reverence & so on & so on Nandi the Bullock is the eternal Companion of Lord Shiva. Thus as then & even now, the followers of Hindu dharma, would not kill even a House hold Lizard or a Cat as it is thought that this will mean that they will have to get a golden one made & immerse it in the Ganga to mitigate the sin of the killing.

4.          All these ceremonies, the feeding of the Ants, the Fish & the Cow & caring for the Trees, may not have resulted in the achievement of any material gain, it may not have mitigated any evil vibrations of planets, nor begot any progeny to the women, nor lengthened the lives of their husbands, but it ensured the Protection & preservation of nature, it achieved the object of peoples participation in safeguarding the environment & all things natural. It also gave at least mental peace to those who participated & did no harm at all to them & even their sorrow was turned in to positive thoughts & creative action. It would have been impossible for the Teacher to get the people to feed the fish, the ants, the Monkeys…nor could he get the women of the village, to, go & care for some Banyan , Neem or Pepul Tree in some far away corner or vicinity of the village, if he did not accord the color of religion & ceremony to it. Thus the concept of Ceremonial protection of Nature worked wonderfully for the protection & Preservation of the Environment & all things natural. Such was the sublime thought that people used to beg for forgiveness from the Trees before cutting their branches for their meager needs, the Rivers were Requested for way before crossing them, even the Mountains, the Seas & the Forests were revered & held in very high esteem. There is the story of the King who gave equivalent weight of his own flesh to secure the release of a bird from the clutches of the Hunter. Thus for a very long time things were wonderful regarding the environment, till greed & circumstances took over, but even now the people in India are highly sensitized towards the protection of Nature, Rivers & Trees In particular, Pepul, Banyan, Neem & many other Trees are revered , Tulsi tree is grown & worshipped in every Hindu Household, The Neem tree is treated as a Village Doctor & none of the medications made from it ever require its cutting, in fact it may be impossible to find a hindu & ask him to cut some of these  trees, even a fallen pepul tree will remain safe, where it has fallen because the hindus will not cut its branches even for fuel. There was the CHIPKO movement in India, a few years ago, in which the people hugged the Trees to prevent their cutting. All this has been narrated only to submit that people’s participation regarding the protection & preservation of the Environment , the Trees, the Rivers, even the Seas & the Mountains is already there in India, to such a high degree which may be impossible to imagine. Even today The Vow of the Ganga is the biggest & most  sacred of all vows in the villages of the Ganges plain. 

5.               Urban Growth synonymous with pollution & destruction of environment.  The biggest polluter of the Environment, the Rivers, & he ground water are large scale planned, human habitations, Industrial Estates etc. The larger & more Concentrated, the Human habitations, the greater the pollution. In the State of Uttar Pradesh, hundreds of highly populated urban areas are situated on the banks of the Rivers, as also hundreds of Industrial Estates & all of them are very poorly planned, discharging Billions of liters of Industrial & Sewage effluents in to these rivers, poisoning their waters, at the same time little care has been taken for growing or maintaining of Green Cover in the Cities, with the result that most of the inhabitants are living in a highly polluted atmosphere & at the same time are denied even the basic necessity of safe drinking water. All the legislations enacted for the prevention of pollution of Rivers, the Environment & for the healthy growth of the Cities have miserably failed, due to the high level of corruption prevailing in the implementing agencies & Authorities.

6.          Kanpur, the most polluted,(City of India), the dirtiest, the biggest , the most populated, city of  Uttar Pradesh:- Over the years Kanpur has become the most polluted City of India and as per a NASA report in 2006 it has become the most polluted in the World. The River Ganga during the course of its journey through Uttar Pradesh becomes increasingly polluted as it flows & the worst pollutant is the City of Kanpur, the reasons are not far to seek. Mostly it is because of the lack of understanding of  & in fact lack of sensitivity of the various Authorities & most of all the foolishness of the Town Planning Authorities of the Cities and particularly of The Chief Town & Country Planning office of Uttar Pradesh who was entrusted the task of making of Master Plans of the Cities of Uttar Pradesh in the Sixties & even now.                 It is not for the first time that concerns are being raised about the Pollution of Rivers & particularly Ganga. Under the British , the Town Planning Laws had ample provisions for preventing pollution of Rivers & other Water bodies The United Provinces Municipality Act-1916 became operative in U.P. as well as the City of kanpur, The United Provinces Town Improvement Act –1919 was simultaneously operative in some areas of the City.

7.               In order to counter balance the densely populated, native quarters & the highly industrialized area due to many mills, Tanneries, Riverside power house, in the area of the Civil lines in Kanpur, & to prevent any further pollution to the river Ganga,The Cawnpore Improvement Trust planned for & executed the Schemes of allotting Large Plots of lands to the affluent sections of society in the Civil Lines area  & later on in New Civil lines area of Kanpur, starting from the banks of the River Ganga & the underlined idea & main features of the scheme was :-       

   (i)                 To provide for huge open spaces in these bungalows & thus provide for the ventilation & ground water charging of the area as well as adjoining areas and create a buffer zone of low density & heavy green cover, between the highly polluting Industrial area & adjoining residential areas at private cost, because if they were to provide for Public Open spaces then the cost of such open spaces would have to be added to the schemes & thereby the burden would have come upon the other small residential plots of the adjoining native area, which would then have gone out of reach of the buying capacity of applicants of these plots.            

 (ii)             To prevent the mushrooming of densely populated native quarters on the banks of the River Ganga, which would have interfered in the natural flow of rain waters in the Ganga, & at the same time, thousands of more people living in close vicinity of the river would have added to the pollution of the river.    

(iii)           Thus huge plots, some of them in acres were allotted to the affluent citizens, who were allowed to only construct a single storey bungalow along with a few servant quarters as per the Rules regarding the erection of buildings in Civil lines area, not more than one third of the plot area could be covered, initially as  can be perused , from The Bye-Laws regulating The Erection, Re erection or Alteration of Buildings In The Kanpur Municipality: (Kanpur Municipality Byelaws) on page 575, “no plot in Civil lines could be of less than ¾ acres”. Present status, hundreds of Residential & Commercial Complexes have come up on these Open Spaces as the same have been sub divided & sold off by the owners, who have been allowed to do so by the present Town Planning Authories in utter disregard to the intention of the lease, i.e to keep the land on the Banks of the Ganga, free from large scale constructions in order to ensure the natural flow of Rain water in it.

8.              That later on in order to control & prevent the haphazard growth on the outskirts of the City of Kanpur, an area to which the Municipality Act & the Town Improvement Acts did not apply, & keeping in view the special status of Cawnpore as the biggest industrial Town at that time, a special Act, namely “Cawnpore Urban Area Development Act-1945, Act No. VI of 1945 was enacted & in the beginning itself, the Area of Kanpur Development Board, enacted under the said Act, extended to the area, administered at that time by the Kanpur Municipal Board and to an area within 10 miles radius of the general Post office and South of the River Ganga………..excluding the area of Cantonment Board.

9.           It is not for the first time now that concern is being raised for the pollution to the river Ganga, in fact as early as early twentieth century, The British were quite disturbed by the pollution to the City in general &  River Ganga in particular caused by the industries established by them. Kanpur Municipality in the earlier part of the twentieth century was competent enough to plan for the prevention of pollution to the River Ganga & it would not be out of context to mention here that the Kanpur Municipality’s working at that time was even better organized than the working of the present day State Government. The following Bye-Laws, Regulations of Kanpur Municipality are worthwhile noticing, some of these public welfare Regulations, were also enacted during a short period of time after the British left, by the Town Planning Officers, who were trained by the British for this job, till such time as they were shunted out by the new dispensation or retired. :-                                                                                                                                                                               Page-153:-BYE-LAWS FOR STORING HIDES, HORNS, OR SKINS AND FOR TANNING IN THE KANPUR MUNICIPALITY (CONFIRMED ON 28-12-1918) .SALIENT POINTS—CLAUSE-3:-No dischrge of foul water or refuse …in to the river Ganga or into any reservoir of water intended for bathing or drinking. Very exhaustive other clauses for sanitary care. Present Status:- Hundreds of Tanneries freely discharging their poisonous effluents directly in to Ganga, in fact Nagar Mahapalika themselves established the Tanneries Complex on the bank of Ganga in violation of Eastern  Green Belt Scheme No.39 framed by Cawnpore Development Board in 1946, during British period.                                       There was even in the earlier part of the 20th century, in Kanpur Municipality, under the British, a Committee known as  GANGA JAL SUDHAR COMMITTEE. (Page-286, (12th November 1925, earlier, known as River Pollution Prevention Committee.), salient points—To suggest ways & means of preventing pollution of Ganga, & to make arrangements for disposal or removal of the dead bodies and Carcasses from the Ganga or its banks. Present status :- No  Government Authority bothers about it although it is the Obligatory Duty of The Nagar Nigam(Municipal Corporation),Section-114 of U.P.Municipal Corporation Act-1959 :-Obligatory duties of the Corporation, Clause (xx)—…….’the disposal of unclaimed bodies, or aiding within its means any arrangement made with the same objects by any other institution’ for this purpose,  reference may be made to the earlier Bye Law in this respect, refer, (Kanpur Municipality Byelaws),Page-604, Bye-Law Regarding Burial & Burning Ground, framed by Kanpur Municipality,Salient points-Exhaustive…Resolution No.7(b)..dated..20 January-1922…Free supply of wood on the recommendation of the Board & Police Officers.  Now it is only some organizations like Eco friends, who are voluntarily doing this work & Police is freely dumping all unclaimed bodies in the river Ganga.

10.     Several other Bye-Laws, directly working for the control & prevention of pollution & Environment were made such as Page- 581, (Kanpur Municipality Byelaws), BYE-LAWS TO CONTROL THE CONSTRUCTION OF NEW FACTORY BUILDINGS…..which vide clause-17, G.O.dated11-4-1942 provided that no new Factory shall be sanctioned unless it is in the area reserved by Improvement trust, for Factories.. Present status:- Factories are running in Kanpur, everywhere, in residential areas, in graveyards, on the footpaths, on the Roads, National Highways passing through the City, in Parks, in forests, in commercial areas ,while half the area reserved for Industrial Use in The Kanpur Master Plan, enforced in 1970, is lying un used. All this has been allowed to happen by the Corrupt officers & officials Of Kanpur Development Authority.

11.         That due to the concerns of the British regarding prevention of further Pollution of the Ganga, The Cawnpore Development Board, with the view to reserve the Lands on the Banks of the Ganga, For Green Belt purposes, for future Expansion of the City acting under Section-49 , Town Expansion Scheme of Cawnpore Urban Area Development Act-1945, prepared Brick Field cum Dairy and Poultry Farm and Orchard Green Belt Scheme No.38, Western Green Belt Scheme & The Eastern Green Belt Scheme No.39, They planned for extension of the City only towards the South, i.e. away from the Ganga, Similarly Panki Pandu Ganga Scheme No.40 was also framed by them.

12.         It is a matter of shame that no sooner had the British left, the new Incumbents, The Indian Bureaucrats & Politicians, made certain contrary changes in these schemes, without  re notifying as was mandatory under the Law but even then the Green Belt Character of the Scheme No’s 38, 39 & to certain extent of Scheme No.40, remained intact.

13.         Reference is now being made to The Uttar Pradesh Municipal Corporation             Act-1959, by enactment of U.P. Nagar mahapalika ( now known as Nagar Nigam) Act-1959, although repealed the aforesaid Acts U.P. Town improvement act 1919 and Cawnpore Urban area development act 1945 yet the developed and sanctioned schemes within the 1919 and 1945 acts were left untouched as per the provision of section 383 sub section (3) of the U.P. Municipal Corporation Act which read as here under :-       “ Provided that nothing in this section shall apply to the improvement schemes already sanctioned under the U.P. Town improvement act 1919 and the Cawnpore Urban area development act 1945” under this section 383 a provision for master plan has been laid for Corporation limits.” The underlined idea being to save the Schemes made in a planned manner under these acts & to confine the act of making of the Master Plan, to framing of new Schemes in undeveloped areas & to plan for rebuilding of old unsanitary & unhygienic & haphazardly built areas of the City.which had till then been neglected & not been improved under the provisions of  the previous Acts. However due to vested interests of certain Government Authorities,& particularly the foolishness of the Chief Town & Country Planning Department of Uttar Pradesh, the provisions of Section 383(3) of the Nagar Nigam Act-1959 were ignored & Illegal & contrary & Highly polluting Schemes replaced the so carefully thought of & Legally sanctioned Green Belt Schemes No’s 38, 39 & 40 framed under the 1945 Act. Although the Land was acquired for the original sanctioned green Belt Schemes in Scheme No.38 & 39 in Kanpur. The result is that hundreds of highly polluting Tanneries, came up in the Eastern Green Belt Scheme No.39 area, forcing the Ganga to leave the Banks of Kanpur from the early fifties/sixties. Similarly thousands of Residential buildings & other uses were made of Western Green Belt Scheme No.38, even the Kanpur University which was to be established in the South of Kanpur, prevailed upon the Planning authorities to get allotted several hundred acres of Land in The Scheme No.38, Not a Inch of Land was Allotted for the Planned use of Orchards, Poultry farms, Dairy Farms etc & instead of one or two dwelling units in the large Bungalows on bank of River, there are hundred times more dwelling units as the Bungalow owners have been allowed to partition & sell of the large plots against the legal provisions by the Development Authority. Similar foolishness must have been done by the Chief Town & Country Planning department when they made Master Plans for other Cities of Uttar Pradesh with the result that the River Ganga got polluted more & more because growth of Cities towards the River was not contained.     14.      Summing Up:-   Pollution of River Ganga & Other Rivers:-  In  the Past(even during Mugal raj), as also presently (in rural areas) The High Grounds on the Banks of the Rivers were under  extensive plantation of ORCHARDS & thus these Lands were  & are still known as Bangar .These Orchards have been damaged extensively due to extension of Cities towards the Rivers & the consequential Acquisition of these lands & massive cutting down & destruction of the Orchards, causing heavy damage to the Environment. The low lands in River i.e. known as Kachar Lands were & are used for shifting cultivation of Vegetables, Melons & the Like, ownership of these lands is highly doubtful, as in the case of Kanpur, where when the Ganga shifted towards Bithoor, thousands of acres of land left by Ganga , on the side of Kanpur, but controlled by District Magistrate Unnao, were grabbed in league with Revenue officials by the Land mafias, a trend which is going on every where as the Rivers Flood & recede now & then, Although we address the Rivers as Mother yet at every opportunity we rob her of her property i.e. her Land No records of the actual lands of the rivers is available. The Maps of these rivers were prepared under the British by Survey of India & it may be possible to obtain them & set a cut off date for demarcating the boundaries of the Lands of the rivers.. Every body has been talking about the amount spent by the Government on pollution control measures to save the rivers, this is the biggest lie & in reality the Governments have been robbing these Rivers of their property. REMEDY:- 1.          In addition to the on going efforts to control the flow of Sewerage & Industrial effluents & other pollutants in the Rivers, The Government of India should immediately make suitable Legislation with reference to the entry at S.No.56 in the Seventh Schedule, Union List  & immediately make suitable Legislation with regard to the Ganga & other Inter-State Rivers & in it , firstly the Land of the River should be firstly clearly demarcated, taking in to account its natural spread  & the same should be entered in to the Revenue Records, in the name of the Rivers (some cut off date of say 1947 should be taken as the base).2.   A Corridor of five Kilometers width should be declared on both sides of the River & declared as River Corridor & planted with Orchards & other Trees or put to such other use as would be most helpful for the health of the River. In case Orchard or tree Plantation is chosen for implementation, it should be done with the active participation of the owners of the Lands there in, The Change of Use of agricultural lands to other uses in this Corridor should be strictly forbidden & its status be maintained as River Corridor/Agricultural Lands. The Use of Organic/Chemical Fertilizers & Pesticides in this Corridor Zone should be strictly forbidden (including for the crop of water melon etc). Land of those owners as are reluctant to participate, in the Corridor Projects, should be acquired over the years by Using all the Money generated by sale of fishing rights in the Rivers, Boat plying License fee (auction of Nauka ghat rights) & by Reserving for the purpose of the Development & welfare of the River, all Revenue generated by the sale of the property of the river, like  river minerals, Boulders, Sand etc by way of auction. The funds generated from sale of any such property of the river should not be utilized for any other purpose & declared to be the property of that river. The River will itself over the years pay for its cleaning.      The States may object, claiming owner ship rights to these minerals & Fish, they should be over ruled in the interest of the Environment & Constitutional amendment if required  should be done or in the alternative, the Land acquired should be treated as property of that State, but the status of the River  Corridor should remain inviolable.3.      3.      The Legislation should ban the extension or expansion of the Cities, situated on the Banks or in close vicinity to the Rivers, towards the River, even if such expansion is confined to area outside this corridor, they should be free to plan their extension/ expansion towards the other sides, i.e away from the Rivers but never to wards the River, because if Planned Human Habitations towards the rivers are not stopped immediately, the rivers will surely die. The Existing Master Plans of the Cities which may have proposals of Extension /Expansion towards the River should be reviewed & further Constructions stopped immediately. Village sites to be exempted for the bona fide residential needs of the villagers but change of Agricultural Lands to Industrial Use, towards the side of the River should be prohibited.

2.           Talabs & the Water Table:-  Thousands of Talabs have been      filled up & grabbed, in connivance with the Revenue officials . In other cases because Mud is no longer taken out of the Talabs because of conversion of mud houses in to brick houses, which do not require mud plastering, as also due to the decline of the trade of the earthen pottery making in the Villages & Cities, the Talabs get filled up with Silt & become useless in a very short time.

REMEDY:_    

 A:-   Committees with retired District Judge Level Judicial Officer,               heading them be made & thorough Scrutiny of Revenue Records be done, with the Settlements records as the basis, thereafter, the Permanent Revenue records prepared at the time of Zamindari abolition & the Land Use of these Talabs be fixed with regard to these two records only & any  subsequent changes to these be ignored, mutation if any on any subsequent stage be cancelled , all contrary constructions be demolished, Talab be  restored. Fishing rights be given (preferably to Cooperatives of fishermen), with the rider that the lessee shall be responsible to maintain the depth of the Talab at a fixed level & arrange for their de silting, from time to time, the de silting expenses be adjusted & subtracted from the License fee.

B:-       New Talabs should at once be dug in sufficient numbers after proper Survey & should be given on license to Co Operative Fishing Societies with the rider of maintaining their depths & de silting them from time to time. All funds generated be deposited in a fund created for preservation of water bodies & not to be diverted for any other purpose.

C:-       On going constructions on the Lands of the Talabs be immediately stopped.

D.         Fruit bearing & Timber Trees, should be planted on their banks, taking care not to obstruct the flow of rain water in them, in case of areas, where they can not be filled with rain water, as in Cities, arrangement of Tube wells for the purpose be made. The License of plucking & sale of fruits of these   be given to the needy & the funds should be deposited in the fund created for preservation of water bodies. In giving of licenses, first preference should be given to the poor widows as may be present in the area, in which case, special concession should be given.                      The Widow pension Schemes be associated with the tree planting activities & as against the paltry amount of Rs.100 to Rs.125, ($-2 to 3), as is given to the poor widows after much humiliation, they should be entrusted with the task of bringing up these trees, watering them, caring for them, guarding them for at least ten years, & for this purpose, they should be paid Rs.100  per month, minimum, per tree & should be allotted at least ten trees each , the plants to be planted by the Forest officers, the tree guards can be sponsored by big Companies like Pepsi, Coca Cola  & the like or big organizations like Lions Club, Rotary club etc. Thanking You

Vegetarianism

That is the beauty of the thought of the true Sanatani. Live & let live, take only that much from nature as is essential.Maarne wale se bachane wala hamesha bada hota hai (One who preserves is always greater than one who destroys).When a great Sikh Guru  along with his followers was under siege in a fortress with all supplies cut off all vegetarian food consumed & only the livestock left & his followers started dying from hunger they approached him to get permission to eat meat. It is said that he reluctantly agreed saying that the Khalsa may to survive & to fight for the greater cause do so but take care to see that the animal suffered the least. That then was sheer necessity but later on people are taking great joy in meat eating & are actually enjoying it. thousands of years Before all this, when there was the time of plenty & the wise men were asked as to why they should not eat meat as everything had life including plants & even stone(even matter itself has a lifespan), therefore what should they eat? In reply it was said that it is true that all matter has life & to survive one has to eat something therefore since plant life does not leave its place (does not leave its roots) therefore it was decided that it should be the most acceptable food. Therefore I believe this is how it (Vegetarianism) started . Brave was the first farmer who toiled in the Sun for months to sow, weed, water, & grow grain & reap it against all odds & fury of nature by this deed he earned his bread and even the millions of Birds ate it freely maybe by this sparing the lives of billions of worms. After all what is the bravery in keeping a flock of say a few thousand Sheep & every day dragging away & slaughtering one to eat & dance around the camp fire & what is the bravery involved in seeding a Lake with Fish seed & then casting a net & catching a few & eating  them.

 You can compare this deed with the deed of the farmer & judge for yourself as to which is the noble one. However read the Old testament & you will find how meat eating was propagated & it was shown as a means to please God who would be pleased when such & such animal from the flock or in its absence a fowl was to be slaughtered in such a manner so that the soul was not spilled, this was to be done,to settle disputes between the followers or in thanksgiving & what portion was to be reserved for the Priests & how blood was to be sprinkled on the Alter so that God may be pleased by the smell of it. The Old testament is full of such exhortations similarly in other Arabic religions also Slaughter & eating of meat is a ritual & even part of the religion & thought. You may theorize a situation where all men turn to vegetarianism say in Arab then there are thousands of wars in which the defenders used to burn forests & farmland for hundreds of kilometers, to deny fuel & food to the invading armies & the invading armies also doing the same to deny the same to the defenders. With large scale destruction of nature & plant life it would be only natural for the same wise men who propagated vegetarianism in the time of plenty to ask people to partake of meat & a populace brought up on vegetarianism for ages would only abhor the thought & then stories would be told as to how it is a deed very dear to God i.e. meat eating would have to be given the clothing of a Ritual so that it would be acceptable to the populace. Great is the Man who given a choice chooses Vegetarianism over meat.  Hindu (Sanatan )Dharma –Science/History  & Preservation of Nature      

Every day thousands of new discoveries/inventions are being made by Scientists/others all over the World. Therefore it would be naïve to infer that they have already discovered all that is there to discover in the Universe or beyond it if there is a beyond. Therefore it would be logical to assume that there are billions of discoveries or inventions yet to be made & it is equally logical to infer that these yet to be discovered things & inventions were in most likelihood made by others in the ancient past wherever in the Universe or beyond they may have been. In addition to the millions of known species (to the present day earthlings) there may be millions that are already present there or even here but are yet to be discovered & communications established with them by the present day earthlings in the near & not so near future. There may be Bhoot , Pret & Pishach & millions of other such communities. Before the Microscope was discovered we hardly knew about so many microscopic beings & things but they were already there with better microscopes we will know about millions more.. Now millions of species have their own language/Vocabulary/ sound or means of communications therefore it is but natural to infer that someday we will learn to communicate with them similarly we will know about others already there but yet to be discovered by us in the present age.

           Hindu thought or Sanatan Dharma whatever you may call it has taken in to account the concept of infinity. In the Geeta Lord/Bhagwan Sri Krishna speaks about Space as infinite & believe me no matter howsoever hard the present day Scientists try they will reach the same conclusion it is just that they are unable to reconcile to the fact that somebody or some civilization had already discovered it in the ancient past & also used the Knowledge. A Civilization which could conceive of Zero & infinity must be given the due credit that they deserved but they are not being given the credit by the present day Caucasian races & their (Native bred Sycophants) who are monopolizing the Scientific field in the present era.

            What is Sanatan Dharma or Hindu Dharma? It stands for Scientific studies and for welfare & advancement of all things & beings and for preservation & safeguarding all things natural & for this purpose the ancients achieved this by giving this task the color of rituals otherwise the general public would never have been got interested in the project. It propagated to take only that much from nature as was essential for ones maintenance & abhorred wastage of natural resources. The Teachers or Brahmins or Priests or the wise men or by whatever name you may care to call them worked towards the preservation of Nature. These teaching classes were proficient in various branches of Knowledge including Astronomy & Astrology. They knew that destinies of individuals as well as Cities/ Countries & even entire Civilizations are liable to change with time (Kaal) which was considered to be most powerful i.e. everything that is there is likely/subject to change. In the Hindu or Sanatan Thought nothing is Final this concept is the biggest difference between Hindu Civilization & other Civilizations. In Hindu/Sanatan Thought there is no only Son of God or the Last & only Prophet etc etc. So Kaal (Time) being the essence of everything it was but natural to connect the Destinies of  individuals/Countries & even Civilizations to the movement of stars. Let us take it this way Human bodies/Beings & others being programmed like a Computer & even programmed to destroy themselves & then to reincarnate & all this programming powered not by batteries or by electric or solar power but by the vibrations of the Stars according to their various combinations at given times now is it impossible?

            When an individual went to the Priest or Teacher or astrologer with his troubles to seek some remedy, the Astrologer after consulting his Birth Chart or Palm or by whatever means available then even on finding that time was not favorable to the subject tried to canalized the negative thoughts of the subject in to positive action & used to tell him to feed the birds or the Ants or the Fish or the Cows or the Dogs or the monkeys or even the Elephants in order to mitigate the evil influences of the planets. Now was it not a master stroke to protect & preserve natural beings by which the subject suffered no harm even if he did not benefit materially or physically ? Similarly Women were told to plant & preserve & water trees (Tulsi Plant in their Courtyard), for other larger Trees in far flung areas like Peepul & Banyan Trees, Aonla trees taking care of these was linked to the longevity of their husbands or to their fertility thus they were ritualistically protected had the color of rituals been not given, they would not have taken the bother to do it. Similarly to protect other Creatures, many were projected as the Vaahan (transport) of Gods & Goddesses like Lion of Durga, Owl of Laxmi, Mouse of Ganesh, Garuda or Eagle of Vishnu, Bullock of Yama, Peacock of Saraswati, similarly Snake as the garland of Shiva, Nandi (Ox) as his helper & so on & so on. Harming the weak creatures was taboo it was mandated that they would have to give a gold lizard or cat in lieu if they harmed them & such thought has survived to the present age ensuring the preservation of nature as far as possible. Now compare this sublime thought of protection of natural beings with the thought of other Cultures which say that everything God created just for the Enjoyment & consumption of Man & then they go on describing how to please God, man should slaughter & sacrifice such & such animal or Bird in such & such manner so that God may be pleased in short they call for Ritualistic destruction of Natural beings.( It is possible that this may have become necessary due to large scale destruction of Agriculture & Forests by Wars- I would welcome comments on this subject). It is very unfortunate that some of these gory rituals are finding a place in Tantrik rituals of Hindu Dharma also.

            In Hindu scriptures/History/Folktales there are thousands of instances when the Hills were asked for forgiveness when roads were built over them & Rivers & Seas were asked for permission when man desired to cross them & Trees were asked for forgiveness when a few branches were cut to build their abode by men. Thus this preservation of nature was almost like worshipping of Nature but things were so overdone that people started keeping the Idols of Animals in their Temples & Superstition set in causing great harm to the Culture & we became the Laughing stock of the World as Animal and Stone worshippers. However now the entire World has started taking note of the harm caused by mankind to the plant & Animal life as well as ecology & Environment of the World and now they themselves are trying almost with a religious fervor for protection of Trees, Mountains & Rivers & Seas just as the Hindu had been doing all along & being laughed at. Now it is no longer a secret that everything has life even matter itself & the various Puraans ( although filled with trash by later on mischief makers but still retaining portions of the original wisdom contained in them) are unanimous in giving accurately the life of matter & (half life of radioactivity) & proclaim that after a certain period of time all matter turns in to anti matter or Radioactivity & after the same time period this anti matter turns again in to matter & biological life evolves again & again & again.

            Along with the Protection & preservation of Nature & all natural beings & things At the same time All our Hindu Gods & Goddesses carry a variety of weapons, Shiv ji carries a Trishul, Hanuman ji a Gada, Ramji -A Bow & Arrows, Krishna ji & Vishnu-the Sudarshan Chakra, Even Balramji the brother of Krishna had a Plough as a weapon, Ganeshji & Lord Kartikeya are suitably armed, Ma-Durgaji, Ma  Kali are carrying weapons in many of her arms thus the message of my religion for me & all my fellow Country men of my faith is loud & clear-Violence is a way of life for your own Protection, Be suitably Armed for any eventuality. Even the Big bang theory says that Universe was born out of a very Violent event. It was only after the advent of Buddhism in India when the Kings laid down their arms & the thought gained roots that man is born only to die & so the moment he is born, he should start planning for his death &that everything else is meaningless, that the ruin of Sanatan Dharma & thus India started with the entry of Foreign invaders like Alexander in to an undefended India where the Kings forsake their Kingdoms in favor of Monk ship & threw their subjects to the Vultures.

             Each & every page of Hindu or Sanatan Scriptures is full of Knowledge, Science, History, known then, lost for now but again to be rediscovered in the present or the future. Take the case of 100 Kauravs-born in Dhrit Gharas (or Test tubes) or 60, 000 Sons of King Sagar or how King Yayati exchanged his old age with the Youth of his Son[may be by exchange(donor recipient) of some gene involving the ageing process] or take the case of Raktbeej from every drop of his blood sprang another Raktbeej  thus thousands of Raktbeejes sprang up (now is it not Cloning which is being rediscovered) or take the case of Kali or Ganesh & thousands of other Shaktis or similar Super natural beings made by Parvati from her body washings(own cells) is it not Genetic Engineering at its peak or the Transplanting of Elephant head on the Torso of Ganesh before the aura died is it not the ultimate head / brain transplantation is it impossible in the near future considering the advancements in medical technologies? Take the case of Mahishasur born by taking the DNA/Cells from the ashes of his fathers funeral pyre (ashes contain fragments of bones, teeth etc) & then fertilizing them with his mothers eggs in the lab & then due to his mothers inability to conceive & carry the fetus using a Buffalo as the surrogate mother is it impossible in the near or far future? Are we not again working on such projects? Take the case of  Trishanku who wanted to go to Swarg (may be some other planet) & asked various Rishis ( Scientists or body of Scientists) for help, none came forward but Vishwamitra (either an individual or titular head of some  Scientific Institution just as Vice Chairman or V.C of a University) but due to lack of  the knowledge(escape velocity) or due to failure of the Spacecraft employed for the mission (just like so many GSLV missions of India have failed), the Craft was able to go in to orbit & became a satellite but was not able to reach its destination (swarg). Now is it impossible & just a tale. Open the Mahabharata (History of India) & you will find Science on almost every page you will find the story of the King who had an entire City in Space which went from one place to another at great speed, now is it impossible? Have we not started with Space Stations again.

          Very generally speaking, in the event of an Atomic War when thousands of Atomic Weapons are used within a short span of time, Civilization & organized Society as we Know it ceases to exist great fire & heat is produced destroying on a large scale life & other natural resources save in a few pockets & great clouds of dust rise, billions of tonnes of water is evaporated in a few minutes(while in normal circumstances it would take hundreds of years to evaporate & gradually fall down as rain maintaining a balance) thus virtually emptying the Rivers & Streams. In the absence of Sunlight due to dust clouds, everything freezes & when the dust settles, & the Sun shines again all the frozen matter/water falls down as rain & in a few days so much rain falls as would in ordinary case take hundreds of years with the result that the Earth being unable to absorb it is flooded as are the Seas (The situation becomes just as Manu or Noah had to face as written in the Scriptures). Gradually the Earth absorbs the water & balance sets in (& maybe Manu’s or Noah’s
Ark makes shore on some high ground or hill).

              With destruction of Organized Society very few Survivors venture out of their shelters after the heat passes & water settles down & find rotting carcasses & buildings. If they are on high ground they venture out in their Cars or Motor Cycles in search of Food & take what they like from deserted stores till it starts rotting in the stores. When their Vehicles run out of fuel they can refuel from the pumps by manual means (remember no infrastructure left no electricity) or pick up other stranded Vehicles till the Pumps & fuel tanks run dry in may be a year or two. For food he starts hunting with guns & bullets picked up from arms stores & in a few years they are also exhausted with no new supplies forthcoming due to lack of Organized Society so he makes Bows & Arrows & hunts with Knives & even bare hands, in a few more years all the other provisions also perish & man goes back in time & in major effected areas even back to the Cave age. Thereafter he starts all over again, tames & rides Horses, Tills the Land with whatever tool he can make & the circle of need & invention starts again. While moving on a Horse or Horse carriage he tells a story to his infant son how when all was well they could travel by Car or by Aero plane & may be even draws an Aero plane for his son to show him what it looked like. This goes on till generations later another man tells his sons the same story but at that point of time the son riding a Horse or Horse Carriage or Bullock Cart, having no idea of what a Plane looked like Just imagines & adds Wings to the Horse or the Horse Carriage or the Bullock Cart & visualizes the Aircraft or Jet Plane or Spacecraft as such (till sometimes in future Society reorganizes & builds the real thing again may be after hundreds of years).

              Therefore it comes as no surprise if Mr Ramanand Sagar when he makes a Movie on Ramayana makes a Chariot with Wings to depict & pass of as the Pushpak Vimaan of Ravan with Sita Struggling in it & her hair falling down the sides of the roofless Contraption & instead of Missiles used in warfare he shows fire coming out of arrow points even at a time when some or all these tools & weapons of Ancient times have been rediscovered & they could have been depicted in their more likely natural forms but then we have no faith in our own History or Historical Texts or Scriptures or the Scientific advancement of our ancient Hindu or Vedic Civilization & are more inclined to believe the Western Historian who calls the Vedas as Songs of Nomadic Tribes & our History as Mythology( Myth means Untrue).

                 When the Western Conquerors & their Scientists & Historians & their Archaeologists came to India in the 14th 15th or 16th 17th & later centuries, Europe itself was living in the dark ages under the fear & dominance of the all powerful Church, there was no scope for Scientific studies & logic instead they conquered the World in the name of the Church unleashing untold atrocities & sufferings on the people of the Conquered territories converting them by force under the pretext of saving their souls. Do not forget that Galileo was condemned for advancing a theory that was contrary to the Biblical stories & it is only recently that the Church has tendered an Apology & admitted their mistake. The Laws of Blasphemy were very harsh & thousands were burnt at the Stake for the crime of propagating any idea or scientific theory, howsoever true it may be that was contrary to the Biblical writings.

                 Therefore when the western Archeologists came to the East & particularly to India & were confronted with the Writings/teachings/Scriptures/History of a Civilization which pointed to a history so far in Antiquity as to defy all western imagination they were so scared of being prosecuted for Blasphemy that they tried to fit in the entire History of India of millions of years antiquity ,of the Vedas, the Upanishads, the Ramayana, the Puranas, The Mahabharata in to the time period of creation as mentioned in the Bible i.e because the Bible said that God created everything about a few thousand years before Christ therefore Vedas were said to be 6000 years old, Ramayana 5000 years old & Mahabharata war 3000 years old & naturally being history of the vanquished was of no consequence but just the ballad of the Nomadic shepherds. They apologized for the ill treatment of a fellow European Galileo but do they have the courage to apologize to the vanquished Ex Slaves. Although it is possible that they themselves may have been the part of the Vedic Civilization at the time of Ramayana.

                The Present day Indian Archeologists brain washed by their Western Idols say that they have dug & dug but they have found no traces of the Ramayana era or the Mahabharata era but do they have the tools to look for a Civilization which may be say 50 million years old or older & which may have been followed up by Atomic Annihilation a few times afterwards. Or will they have us believe that all the Scientific matter contained in our Scripture & Historical Text is just some wild imagination of the Nomadic Vedic tribes then how is it that so much of it is being rediscovered & coming true now.

               Does Brahma mean CARBON-like carbon (4 Valency) it has four heads, another head was once cut off-did carbon once have 5 valency. Brahma is the srishtikarta or initiator of life, Life is Organic (having carbon)in nature. There are many references to half life(parardh) in the Purans in which in spite of thousands of distortions over the years, the life of the MATTER is given including parardh which refers to radioactive substances. The nett result is that Purans say that after a particular period of time all matter turns in to anti-matter(may be Radioactivity) & after same period of time Mahavishnu(the palan-karta or one who maintains) sleeping on Sheer sagar turns anti-matter in to matter. There fore I am sure that in the Puranas & Vedas, vishnu, mahavishnu, paramvishnu (all have anu in them meaning atom/molecule etc), etc refer to matter neutron, proton, electron etc etc. I wish someone well versed in Chemistry & atomic sciences/physics would study the ancient Indian scriptures with a scientific mind & unlock the secrets. Incidentally if you put the word “a” before a Sanskrit word the meaning is opposed. Is it then somebody biased against Vedic dharma who put the word “A” before- Brahma making it A-brahma or Abraham the first prophet analogous to  Srishtikarta Brahma. Put the last letter “a” in Brahma before “B” & you again have Abrahm. I wish I had paid attention to my Chemistry & Physics when I was in college.

              When there is water all around after the great deluge, Meena Avtar of Vishnu is there. When water recedes somewhat, there is Boggy Swamp/Marsh, Pigs & Turtles thrive on such Land i.e (water & land both) thus-the Dinosaurs-Varaha (Pig) & Turtle(Kacchap) Avtar of Vishnu. Then they say there were Apes or Orangutans- Varaha Avtar of Vishnu.

               There is no denying the fact that now the task of  Rishis (Scientists) of the Vedic Era is being taken forward by Western Scientists, will
India ever rediscover itself & catch up.

                 I have started a topic, there are thousands of Scientific events described in detail in the Mahabharata, Ramayana, Purana & other Indian Scriptures & I regret that due to financial & age constraints I am unable to study Sanskrit at this point of time to unlock the mystery in them & would welcome if somebody were to research on this lines & enlighten me.
